It would be helpful if those "atmospheric rivers" fed into water holding infrastructure instead of being flushed out to the ocean along "concrete rivers". Southern and middle California are naturally semi-arid environments, so water retention is something that should not be overlooked. It's fine to have water restrictions in place when droughts are prolonged, but California really needs a "rainy day fund" of water.
